Cocoa Smallholder Related Program (TOTE)
Introduction
National Commodity Policy (2011-2020), the Government has projected the area of ​​cocoa plantations will reach 24,000 hectares where 12,000 hectares of existing cocoa plantations and 12,000 hectares of new plantations. The demand for cocoa-based products is expected to increase in line with the liberalization of the market and the increase in the world’s population. The export value of the country’s cocoa products is expected to increase at a rate of 1.4 percent per year and will reach RM4 billion in 2020 compared to RM3.6 billion in 2010.
The cocoa plantation area showed an increase from 11,750 hectares in 2012 to 13,730 hectares in 2013. The price of cocoa which remains at a relatively high level (RM7,500-8,500) has attracted the interest of the growers to maintain the plantation well and also to increase the plantation area new. The provision of agricultural input assistance to farmers by the Government through LKM for several years has helped farmers to maintain gardens to obtain satisfactory results.
Cocoa Industry Directions
The majority of cocoa farmers are bumiputeras who live in the interior of Sabah, Sarawak and Peninsular Malaysia (there is a small group near the city and the West coast). They still need help especially in terms of agricultural inputs such as fertilizers and pesticides to increase the productivity of their cocoa trees. These growers also need to continue to be encouraged to produce high quality dry cocoa beans which are ‘SMC 1’ to get a very good open market price compared to SMC2 and SMC3.
The strategic direction of the cocoa industry is:
- Empower R&D to increase productivity, generate technology and product innovation for the development of downstream activities;
- Developing Malaysia as a Processing & Trading Center for Cocoa and Cocoa Products vis-a-vis the ‘Chocolate King of Asia’;
- Improving the quality and competitiveness of Malaysian Cocoa and Cocoa Products;
- Strengthen and expand the Malaysian cocoa market as well as penetrate new markets; and
- Providing infrastructure and support for the development of the cocoa industry so that cocoa development is in harmony with the environment.
The Role of the Technology Transfer and Development Division (ToTE)
The Technology Transfer and Development Division (ToTE) plays an important and significant role in planning, coordinating, developing and implementing upstream activities such as cocoa plant development, technology transfer, development, passive research as well as tracking and evaluation. Until now, this Division is still carrying out the work of planning, coordinating, developing and implementing the functions of the division to small cocoa farmers throughout Malaysia through the Economic Stimulus Program under the 10th Malaysia Plan (RMK 10).
The Technology Transfer and Development Division is able to stimulate and develop the cocoa industry in Malaysia through various development programs or projects. The Development Program implemented throughout the 10th Malaysia Plan (RMK 10) is as follows:-
- New Plant Program (TB)
- The Recovery of Smallholder Crops (Rolling Plan) and known as the Cocoa Productivity Improvement Program (PPP) started in 2014.
- Cocoa Seed Nursery Development Program (PNK)

PROGRAM PEMBANGUNAN NURSERI ANAK BENIH KOKO (PNK)Program Pembangunan Nurseri Anak Benih Koko (PNK) bertujuan untuk meningkatkan pendapatan pekebun kecil komoditi koko dibawah Program Pembangunan Tanaman Koko Baru Di Sektor Pekebun Kecil Koko. Komponen utama Tabung bantuan ini adalah Projek meningkatkan keluasan tanaman baru koko. LAND RECOVERY OF SMALL FARMERS (ROLLING PLAN) / COCOA PRODUCTIVITY INCREASE PROGRAM (PPP)
Smallholder Land Rehabilitation Project and (or) Cocoa Productivity Improvement Project are existing projects specific to selected farmers who have the potential to contribute to increasing cocoa productivity.
The said project is expected to contribute to the increase in the productivity of local dry cocoa beans and at the same time will meet the needs of local dry cocoa bean grinding with an increase of 20% every year.
The implementation of the Cocoa Farmers’ Land Rehabilitation and Cocoa Productivity Improvement Program places special emphasis on agricultural inputs such as fertilizers that have a high potassium nutrient value specification. In addition to the emphasis on fertilizer nutrients, allocations are also spent to buy agricultural inputs and equipment as an incentive to farmers in addition to helping smallholders reduce the cost of maintenance and management of cocoa plants that extend to yield production. This matter is important to guarantee every production of cocoa beans that will produce quality dry cocoa beans.
In addition, to ensure that the process of technology transfer among farmers continues, group strengthening activities will continue to be carried out and increased. Through a group approach, ongoing advisory service activities will be carried out in addition to transferring technology from time to time according to local needs and suitability.
Project Objectives
The main objectives of this project are:
- Encouraging farmers to continue to maintain and engage in cocoa cultivation by practicing Good Agricultural Practices so that they can achieve optimal levels of yield production.
- Maintain the area of ​​cocoa plantations that have been developed by LKM in the previous RMK Project in order to support the country’s production of dry cocoa beans.
- Increase the productivity of the production of quality dry cocoa beans among program participants while increasing the production of dry cocoa beans in the country.
- Transferring technology to target groups.
- Strengthening the cocoa plant cluster system.

Project Components
The implementation components of this project are:-
- Maintain the participation of RMK9 and RMK10 cocoa plant participants by encouraging farmers to continue grafting hybrid cocoa trees and engage in cocoa cultivation by practicing Good Agricultural Practices so that they can reach the optimal level of average yield production of 1.50 + tons/ha in 2020.
Transferring the necessary technology from time to time so that farmers understand better to practice appropriate technology and according to needs. This technology transfer activity is carried out through the implementation of advanced courses, insitu courses, exhibitions, briefings, conferences, publications etc.
